I note from Sir F. A. Campbell's

letter No. 21803/10 of the 29th. of last June that His

Majesty's Government desire that the Agreement should be

signed by His Majesty's Minister at Peking, and a re-

-presentative of the Chinese Government duly appointed for

the purpose. I infer that this does not mean that the

Agreement shall be negotiated in Peking, but only that it

shall be ratified there.

The matter is extremely complex

and it is essential that the negotiations should be
